Food for Thought - Reforms in India

Lokpal Bill Protests and Activity - Starts after the uncovering of the CWG scam and the 2G spectrum scam.
Changes in NSG positioning, Upgradation of arms/ammunition - Takes place after the 26/11 terror attacks.
The cleaning up of the Mithi River, and drainage cleaning - Starts after the 26/7/05 Heavy rains.

Do we lack the vision or will to implement the right and required reforms as precautionary measures. Why do all our reforms come only after the disastrous effects are felt due to the lack of that policy??? Is the occurring of a crisis necessary for any and every major reform to take place. Has the Indian mentality got used to such a way of "Cure" kind of functioning, giving no thoughts to Prevention of Crises??

And if the answers to the above questions are yes, then should we create Crises every time, we want a reform to be brought. I hope the developed world has answers to this and we can look in to them to move ahead!!

P.S. - Even the liberalization of our economy was resisted as a price for democracy till 1991 and it was a result sorely of the Crisis of air lifting god reserves to England - a move that embarrassed every Indian!!
